政府购买公共服务模式研究

我国政府购买公共服务还处于初步探索阶段,但购买方式已涉及了诸多领域,并形成了不同的购买模式,如依赖关系非竞争性购买、独立关系非竞争性购买和独立关系竞争性购买等模式。而河南省政府购买公共服务起步较晚,还未形成发展模式,开封市也仍以政府采购为主,因此,针对开封市政府购买公共服务中存在的政府购买公共服务规模较小、范围较窄、缺乏政府政策支持、电子化程度不高、监督机制不健全等问题提出自己的见解。

Our government purchase of public services is still in the preliminary exploration stage, but the purchase way has been involved in many fields, and formed different buying patterns, such as dependencies non-competitive purchases, the relationship between the independent noncompetitive and independent competitive purchase mode, etc. Started relatively late, the government purchase of public services in Henan province has yet not form a development mode, and Kaifeng still mainly rely on the government procurement, therefore, the paper puts forward its own opinions about smaller scale, narrow scope, lack of policy support, not having a high level of electronic government, not sound supervision mechanism and other issues ex- isted in the public service of government purchase of public services.
