研究型大学多元化教师分类评价机制改革探析 被引量:16

摘要 科学合理、公平公正评价高校教师,激发高校教师的积极性、主动性、创造性,是高校管理者一直关注关心的问题。通过对国内高校实地走访调研以及对国外大学文本研究,提出在教师分类评价改革过程中应做到:确立以质量与贡献维度为"两个导向",建立以院系为主体的评价机制和引入外部评估的开放评价的"两项机制",推进由单一到多样化、由个人评价到兼顾团队评价、由数量到全面评价、由科教游离到科教融合的"四个转变",建立激励创新、充满活力、可持续发展的多元化师资分类评价管理体系。 Scientific, rational, fair and impartial evaluation of the University faculties which helps to inspire their enthusiasm, initiation, and reactivation has always been a concern for the administrators of the university. This article in-depth analyzes the three most important issues of the current Evaluation Mechanism, including valuing index and depreciating contribution, valuing short-term and depreciating long-term interests, as well as value administrator leads and depreciate peer evaluation. Furthermore, this article actively explores the demands of reformation for the current Chinese Research Universities evaluation mechanism based on reality. After surveys and researches in domestic Universities and text studies of overseas Universities, this article proposes the Reformation of Chinese Research University Faculties Classifying Evaluation Mechanism. The mechanism establishes the 'Two Orientation' that focus on quality and contribution;builds the 'Two Systems' that take the leading effect of College Evaluation and External Evaluation into account; advances the 'Four transfers'that are named as the transfer from single to diverse standard, the transfer from individual to team evaluation, the transfer from quantity to overall review of outputs evaluation, and the transfer from separate research and teaching to integrated evaluation. As a result, an innovation-stimulated, vibrant and sustainable University Faculties Classifying Evaluation Mechanism is established.
