摘要
公私合营(PPP)模式作为基础设施项目融资建设的新方式,对其在城市轨道交通项目的应用已成为新的研究焦点。PPP项目结构复杂、参与方众多,决策和设计阶段的干系人管理对项目顺利实施有较大影响。运用利益相关者理论,对徐州城市轨道交通项目干系人进行系统地识别及细分,在详细分析各干系人的期望与要求的基础上,设计基于全生命周期的项目干系人动态管控概念模型,包括主体识别机制、协调合作机制、资源共享机制以及绩效反馈机制,为PPP项目干系人管理提供一种创新思路。
Public-Private-Partnership is a new way of infrastructure project financing, and its application in urban rail transit project has become a new research focus. Because of the complex structure and numerous participants, stakeholder management of PPP projects has a greater effect on success in the decision-making and design phases. Based on the stakeholder theory, this paper systematically identifies and subdivides the stakeholders of Xuzhou Rail Transit Line 1. With detailed analysis, the dynamic model of stakeholder management in full life cycle is conceptually built, including subject identification mechanism, coordination mechanism,resources sharing mechanism and performance feedback mechanism, which provides an innovative idea to stakeholder management in PPP projects.
