The Current Situation of Financial Compensation for Large Medical Equipments and the Improvement Path

目的:分析我国大型医用设备财政补偿中存在的问题及其产生原因,为完善财政补偿路径提出相应的政策建议。方法:在新医改政策背景下,以预算绩效评价的作用为逻辑起点,从产品生命周期理论和利益相关主体理论两个视角,分析大型医用设备在配置和使用中存在的问题。结果:大型医用设备财政补偿路径各个环节的配套政策不完善,基于多元利益相关主体的绩效评价指标体系不健全。结论:应加强绩效评价对大型医用设备全生命周期管理,立足于多元利益相关主体视角健全大型医用设备绩效指标体系。

Objective： To analyze the problems and causes of financial compensation for large medical equipments in China, and put forward the corresponding policy recommendations for optimizing the financial compensation mechanism. Methods： Under the background of new medical reform policy, setting the role of budget performance evaluation as the logical starting point, from the perspective of the theory of product life cycle theory and the interest related to the subject, it analyzed the existing problems in the allocation and usage of large-scale medical equipments. Results： The supporting policies of the financial compensation path of large medical equipment were not perfect, and performance evaluation system based on multiple stakeholder body was imperfect. Conclusion： It needed to strengthen the performance evaluation on large medical equipment lifecycle management and complete the large medical equipment performance indicator system based on the multi stakeholders perspective.
