基于德尔菲法构建黑龙江省医院临床医生绩效评价指标体系

Constructing the Performance Evaluation Index System of Physicians in Heilongjiang Provincial Hospitals Based on Delphi

目的:基于德尔菲法,构建一套适用于黑龙江三甲医院临床医生绩效评价的指标体系,为临床医生的绩效考核提供科学依据。方法:利用平衡计分法设计三甲医院临床医生绩效考核指标库;对21位专家进行两轮德尔菲专家咨询;利用SPSS 22.0统计软件并采用直接计算法确定分析两轮咨询问卷结果各项指标权重,筛选与省医院实际情况相关的临床医生个人绩效考核指标库。结果:两轮问卷有效回收率均为100%,专家积极系数为1;权威系数均值0.79,协调系数有显著性差异且P<0.001;最终构建的公立医院改革绩效评价指标体系包含4个一级指标,7个二级指标,28个三级指标,4个一级指标权重分别为0.343,0.188,0.224,0.245。结论:本次研究的专家积极性、权威度高,制订的考核指标具有较高的可靠性和可行性,适用于三甲医院临床医生绩效考核评价。

Objective： Based on Delphi, it aimed to build a set of performance evaluation index system for the physicians in tertiary hospitals in Heilongjiang so as to provide scientific basis for the clinician＇s performance evaluation. Methods： Balanced scorecard was applied to design performance evaluation indicators database. Delphi interview was conducted on 21 experts. SPSS 22.0 statistical software and direct approach were applied to confirm and analyze different indexes and weights of these two round questionnaires, and select the individual performance evaluation index system for the physicians related with the actual situation of the Provincial Hospital. Results： The eftective recovery rate of two rounds of the questionnaires were 100%, and the Expert positive coefficient was 1. The expert authority of the coefficient mean was 0.79, and the expert coordination coefficient was significant difference （P〈 0.001 ） ; the eventually established performance evaluation index system of public hospital reform covered four level indicators, 7 see- ondary indicators, 28 tertiary, indicators. The weights of 4 level indicators were 0.343, 0.188, 0.224 and 0.245. Conclusion： The experts＇ enthusiasm and authority were high. The expert coordination coefficient was better. The assessment indicators had high reliability and feasibility, and the set of performance evaluation index system was suitable for tertiary hospitals clinicians performance appraisal and evaluation.
