边境地区义务教育阶段来华留学生教育政策困境与创新——以云南省德宏傣族景颇族自治州为例 被引量:13

摘要 云南省德宏州现行的义务教育阶段来华留学生教育政策以敞开国门办教育的战略思路与优惠导向的制度安排、"两个主体"政策为主要特点,具有代表性及示范意义。以德宏州为例管中窥豹,综观我国边境地区义务教育阶段来华留学生教育政策的实践困境,仍存在教育政策缺乏有效指导、政府经费保障责任重心较低、教育政策保障机制不健全等问题。面对政策需求与政策供给的矛盾愈发尖锐的形势,亟待系统性思考边境地区义务教育阶段来华留学生的教育管理问题。从维护国家文化教育安全、增强国家认同意识的角度出发,责任重心上移,充分发挥中央政府责任;通过教育政策的创新与完善,建立一整套与之相匹配的来华留学生教育政策,适应新形势、新机遇、新挑战。 The education policy in Dehong Dai- Jingpo Autonomous Prefecture of Yunnan province for international students receiving China's compulsory education has its typical and exemplary characteristics,such as free choices,favorable terms,the"two- body"responsibility,etc. However,this education policy implemented in the border areas of China has the following weaknesses: unclear policy guidance,unstable education funds,a poor guarantee mechanism,conflicts between the demand and the supply as well as some management problems. The solutions include the following: it is necessary to enhance the awareness of our national identity for safeguarding our culture and education,the Central Government should play a more active role,and there is an urgent need for a series of new and proper education policies in order to meet the new opportunities and challenges in the new situations.
