中国社会智库的政策影响机制分析——以中国与全球化智库(CCG)推动国际人才相关政策为例

Research on the Policy Influence Mechanism of China's Social Think Tanks: A Case Study of Center for China & Globalization

[目的 /意义]缺乏政策影响渠道是制约社会智库发挥政策影响力的重要原因。如果社会智库能突破政策影响渠道的限制,塑造特殊且有效的政策影响机制,对我国建立民主科学的公共政策将是巨大的贡献。[方法 /过程]本文首先从理论层面,对智库政策影响方面的理论进行了系统梳理,在此基础上,对国内外社会智库的政策影响渠道进行了总结,并以中国与全球化智库(CCG)对国际人才政策的影响为案例进行了相关分析。[结果 /结论 ]研究发现,社会智库可以通过参与政府课题、举办学术会议等多种方式影响政策。虽然从机制建立上看,社会智库在政策提出、起草、修改等阶段,都有参与机会,但与官方智库相比,社会智库进入政策咨询实质影响阶段的概率还很低,建议政府从资金、信息等方面给予社会智库更多支持。

[Purpose/significance] The main reason that limits the policy influences of social think tanks is short of access to policies. Breaking the limitation of channels and creating the unique and effective policy influence mechanism will be a huge contribution to the democratic and scientific public policy.[Method/ process] First, this paper theoretically analyzed the policy influences of think tanks. Then, taking the influence on international talents of Center for China ＆ Globalization （CCG） as an example, this paper made a conclusion on the policy influence mechanism both in China and abroad. [Result/conclusion] It is found that social think tanks can influence policies by participating in governmental issues, holding academic conferences and other channels. Compared with official think tanks, in terms of their participation in policy raising, drafting and changing, the practical policy influence of social think tanks is relatively lower. Governments at all levels are supposed to give financial and information support to social think tanks.
