标准资源输出与服务体系构建研究

Research on the Construction of Standard Resource Output and Service System

依托国内外标准资源构建了标准资源输出与服务体系,实现标准内容知识获取、指标比对、综合分析、咨询等多方面的标准服务。对该体系总体框架中资源建设、系统建设和国际服务体系构建三大主要内容进行重点阐述,并从机构运营、大众用户服务、线上线下结合的三种运营模式对该服务体系的盈利模式进行探讨。旨在构建由国外标准化机构广泛参与的标准资源输出与服务体系,为中国标准走出去、促进我国经济转型升级和国际贸易发展提供有力支撑。

Standard Resource Output and Service System is constructed based on domestic and international standard resources with the aim to achieve the standard content knowledge acquisition, index comparison, comprehensive analysis, consulting and other standard services. This paper elaborates three main aspects in the whole frame of the system, which are resource construction, system construction and international service system construction. Simultaneously, this paper also discusses the profit model from three operation models, which are operating agencies, public users＇ service and clicks-and-mortar service. This standard resource output and service system, which is widely participated by foreign standardization organizations, is designed to provide a strong support for the Chinese standards output and to promote the transformation and upgrading of China＇s economy and international trade development.
