摘要
循环经济是强调逆向流动的复杂系统,具有较强的公益属性、循环经济产品源于废弃物、需多部门协同管理等特征,需要加强标准规范和标准顶层设计加以引导。当前,国内循环经济标准体系研究多围绕具体环节、领域和对象展开,在适用范围上也均存在一定的局限性,难以满足我国循环经济发展的需要。本文基于循环经济的3R原则设计提出包括1类基础标准、3类主题标准和1类效果评价标准的循环经济标准体系,体现了继承性、系统性、开放性、实践性和通用性等特点。
Circular economy is a complex system that emphasizes the reverse flow. It has a strong public welfare property, recycling economy products from waste, the need for multi-sectoral collaborative management and other characteristics. It needs to strengthen the standard specification and standard top-level design to provide guidance. Product quality, health or safety particularly in circular economy need the support of standards. At present, the research on the standards system of circular economy in China focuses on the specific links, fields and objects. The standards system based on the 3R principle of circular economy is designed with two level architecture. The first level includes 1 kind of basic standards, 3 kinds of subject standards and 1 kind of effect evaluation standards. It embodies the characteristics of inheritance, systematization, openness, practicality and universality. Compared with the existing standards system of circular economy, it makes up the shortage of narrow coverage, poor flexibility and so on.
