Resilience Assessment of Urban Rainwater Drainage Systems

摘要 恢复力是系统对扰动事件抵御、适应、吸纳以及恢复的能力。其表现形式是目标系统在经历扰动事件后恢复到设定功能所用的时间和该系统经历扰动时所能吸纳的扰动量。随着极端天气的逐渐增加,构建对极端降雨事件具有恢复力的"弹性排水管网"已成为城市基础设施建设的热点,同时海绵城市的快速发展也为弹性排水系统的研究提供了新的机遇。提出了排水管网恢复力的评价方法,即根据扰动事件对系统产生的影响,结合排水系统本身特性进行综合评价;并给出了增加排水系统恢复力的措施,最后以KMPL市排水管网为例,分析了不同扰动事件下排水系统的恢复力变化曲线,并与改进的排水系统恢复力变化过程进行比较,为城市雨水排水系统管理者提供了科学的决策依据。 Resilience is the ability of the system to resist, adapt, absorb and recover from disturb- ance events. Its performance indicators are the time recovered to setting function and disturbance quantity absorbed after subjected to disturbance. With the gradual increase of extreme weather, the resilient drain- age system which has resilience to extreme weather has become the focus of urban infrastructure construc- tion, and the rapid deveIopment of sponge city is creating new opportunities for research on the resilient drainage system. A new resilience assessment method of rainwater drainage system, combined with char- acteristics and influence of the drainage system, was proposed to assess the resilience of the drainage sys- tern synthetically. Some measures to increase the resilience of the drainage system were put forward. Tak- ing the drainage system in KMPL city as a case study, the resilience curve of the drainage system under different disturbance events was analyzed and compared with that of the improved drainage system. The results can provide a scientific basis for managers in making decisions.
