疏解北京非首都功能与基层党组织作用发挥——以北京市朝阳区的工作实践为例

Easing Beijing's non- hospital function and exerting the function of the basic level party organization——Taking the work practice of Chaoyang District in Beijing as an example

有序疏解非首都功能,是实施京津冀协同发展战略规划的重中之重,是落实首都城市发展战略定位、治理北京"大城市病"源头性、先导性、基础性的重要工作。作为一项庞大复杂的系统工程,实现非首都功能的有序疏解,工作任务繁重,工作难度巨大。本文认为,充分发挥基层党组织的积极作用是应引起重视的一个重要方面。朝阳区一些基层单位在这方面提供了值得推广借鉴的做法经验。

Easing the non- hospital function in order is the most important in the implementation of strategic planning of the collaborative development among Beijing,Tianjin and Hebei province and is the original,precursory,fundamental and vital work to implement the development strategy location of the hospital city and to treat Beijing＇ s ＂ Big city sickness＂. As an large and complex systems engineering,fully exerting the active function of the basic level party organization is an important aspect in the implementation process. Some experiences worth promoting and learning have been acquired by some grass- roots units in Chaoyang District.
