朝阳区应急物资储备管理机制探索

Exploration of management mechanism of emergency supplies reserves in Chaoyang, Beijing

目的探索建立区域性突发公共卫生事件应急物资储备管理系统及其运行机制。方法通过对北京市朝阳区十年来在卫生应急物资储备的管理体系、储备方式及管理机制等方面的尝试进行回顾,探讨依据职责定位建立不同部门及机构,基础物资储备与专业物资储备相结合的管理方式。结果以北京市朝阳区突发公共卫生管理委员会为管理核心,建立医疗机构、专业处突部门和医疗物资商业机构三类的物资储备途径,建立物资储备目录、日常管理规范、处突调配机制等,保障了区域各类突发公卫事件的物资保障需求。结论储备物资"用旧补新、先入先出、等量交换、动态储备"为基本原则的管理办法。对于应急设备采用"统一调度、平战结合、实用有效、调度及时、满足急需",以及"谁使用、谁负责"的工作原则,是目前解决区域应急医疗物资储备科学管理的基本思路。

Objective To explore establishing regional emergency supplies reserves management system and its operating mechanism. Methods The health emergency supplies reserves management system, management mechanism and the way of reserve were reviewed in the past decade, the basis of their role to establish different departments and organizations,basic materials reserves combined with professional materials reserves management style were analyzed. Results In Chaoyang district public health emergency management committee was the core of the manage, the medical institutions and medical supplies, professional department business of three kinds of material reserves were established; materials reserves directory, daily management, deployment mechanismwere built to ensure regional material support requirements of various kinds of emergent public health events. Conclusion In order to stockpile ＂with old for new, first-in and firstout, equal exchange, dynamic reserve＂ as the basic principle of management. For emergency equipment adopt ＂unified scheduling, timely, practical and effective, scheduling being serviceable at both peacetime and wartime and satisfy the need＂, and ＂who use, who is responsible＂ for work principle, it is the basic ideas of scientific management to solve regional emergency medical supplies reserves.
