新型城镇化进程中农民工市民化职业教育与培训现状——基于常州的调查

On the Citizen-oriented Vocational Education and Training of Migrant Workers in the Process of New Urbanization——Based on the Investigation of Changzhou

职业教育与培训作为提高农民工市民化能力的一种重要手段,在农民工市民化的过程中发挥着重要作用。通过对常州地区农民工市民化过程中接受职业教育与培训的情况进行调查发现,政府对培训认识不足导致专门管理部门的缺乏,农民工文化程度低、学习能力差直接影响培训积极性,经费投入不足严重制约培训质量提升;培训结果有待认可源自过程监管与评价的缺陷。进一步完善农民工市民化职业教育培训,需要通过出台政策法规、建立专门管理部门、宣传培训作用效果来营造培训良好氛围;通过培训内容、方式、师资队伍、评价办法的完善建构培训完整体系;通过加大政府、企业、社会资金的投入建立培训经费投入机制。

As an important means to improve the capacity of migrant workers＇ vocational education and training plays an important role in the migrant workers＇ civilization. The research has shown that, migrant workers＇ desire of citizen oriented vocational education and training is generally low which is different in age and degree. Training funds generally meet the needs, but is low in many community education centers. The training content is rich and the knowledge of professional skills, law, and entrepreneurship is most popular and needed. The forms of training are various which most used are classroom teaching, video teaching and knowledge lectures. The training based on the practical training base should be more used. The total number of training teachers is insut＇iqcient which closely related to the government＇ s attention. The analysis shows that the lack of specialized management departments is an important embodiment of the government＇ s lack of awareness of training. Low education level and poor learning ability of migrant workers directly affect their training enthusiasm. The lack of financial investment seriously restricts the quality of training. The effect of training is not very well because of the defects in process supervision and evaluation. So, the citizen oriented vocational education and training of migrant workers should be improved. We can create a good atmosphere for training through the formulation of policies and regulations, the establishment of specialized management departments and the propaganda of training function and effect. Construct a complete training system through improve the training content, methods, teaching staff and evaluation methods. Establish the training funds investment mechanism through increasing the investment of government, enterprise and social capital.
