摘要
响水三新河灌区在总结16年成功经验的基础上,面对深化农业水价综合改革的大环境,就如何创新和探索基于可持续发展的农民用水协会工作机制及管理职能的问题,从农民用水协会角色转变、协会在基层灌溉管理和高效节水中的主导作用及增强可持续发展能力等方面进行了探讨。
On the basis of 16 yeats successful exper/ence in Sanxin river irrigation district, facing the comprehensive reform of agricultural water price, innovate and explore the working mechanism and management functions of Water User Association of farmers （ WUA ） based on the sustainable development are discussed. Following aspects are specified in this paper： the role transformation of WUA, the leading role of the association in the rural irrigation management and efficient water saving and enhancing capacity for sustainable development.
