基层央行同级行政监察存在的难点及对策

The Difficulties and Countermeasures of Peer Administrative Supervision at the Basic Level of Central Bank

行政监察是基层央行监察部门的一项常规性工作,是央行内部监督的一个重要部分,为推进人民银行依法行政、建设法治央行提供有力保障,具有重要意义,但受主客观因素制约,同级行政监察还存在不少难点,作用未能得到充分发挥。本文结合近年来行政监察的调研实践,对基层央行在同级行政监察中存在的困难进行全面分析,并结合实际对如何做好同级行政监察,提升监察效能提出相关对策及建议。

Administrative supervision is a routine work in supervision department at the basic level of centralbank. It is an important part of the internal supervision of the central bank. It is of great significance to promote the ex-ercise of administrative functions according to law in PBC,and to construct rule-by-law PBC. But by the subjectiveand objective factors,the peer administrative supervision still exist many difficulties,thus its functions have not beendisplayed fully. Combined with the work experience and research in the administrative supervision for many years,thisarticle conducts a comprehensive analysis of the difficulties of peer administrative supervision at the basic level of cen-tral bank,and puts forward relevant countermeasures and suggestions for further improving working level and efficien-cy.
