房屋征收信息型政策工具的评估及优化

Evaluation and Optimization of Information Policy Tools for House Demolition

信息型政策工具是一种非强制的、柔性的、互动的,追求共识式的政策工具形式,具有效能高、适宜性强的特征。基于对个案样本的问卷调查及访谈,本文发现房屋征收中的信息型政策工具实施并未出现高效能及适宜性强的特征,悖离了此种政策工具的优势属性。政策执行人员的能力、公众与政府间的信任度及政府管理体制是影响房屋征收信息型政策工具发挥其优势属性的重要因素,因而需从提高信息供给主体的权威、信誉与执行能力,增强公众的参与意识,依托社区组织、增强信息型政策工具的可操作性三个方面优化房屋征收信息型政策工具的实施效果。

The information policy tool is optional,flexible and interactive.It seeks for consensus and is effective with strong suitability.However,by the questionnaire and interview of the case study in Xuzhou of Jiangsu Province,information policy tool used in the housing demolition implementation fails to show any high efficiency or strong suitability,which deviates from the advantage attribute of this policy tool.The capacity of executive staff,the trust between the government and the public,and the government management system are all factors affecting the effective implementation of the housing levy information policy tools.To improve the implement effect,we need to enhance the information supplier authority,credibility and executive ability,strengthen the public participation awareness,and improve the operability of information policy tools with the help of community organizations.
