摘要
在全球经济开放新格局背景下,中国为应对新的世界经济政治形势和"走出去"目标制定了"一带一路"战略。"一带一路"战略也被印度、俄罗斯等国家理解成为中国版"重返亚太",对此中央政府提出了"五通"以表明中国"一带一路"战略的友善态度。然而"一带一路"沿线国家政治经济形势十分复杂,作为政策共识的重要手段,政策沟通尤为重要。文章分析整理了21世纪"海上丝绸之路"沿线国家的基本情况,根据语言、文化、制度等政策沟通工具分析,认为粤港澳湾区联动对推动沿线国家政策沟通具有显著优势,进而提出了五方面具有实践基础的助推方式和六点政策建议。
Under the new pattern background of global economy opening, China has put forward " the Belt and Road initiative" in accordance with the new global economic and political s ituations and our " go global" strategy. Unfortunately," the Belt and Road initiative" has,to some extent, been mis interpreted as the Chinese version of " return to Asia" by Indi a,Russia and other countries. There fore, the Chinese central government put forward " five connections" to show friendliness of this initiative. However, the political and economic situations of the countries which are relevant to the initiative are quite complex,the refore ,policy communication,as a vital mean of achieving policy consensus ,becomes especially important. The article analyzed the basic conditions of the countries which are relevant to " the 21s t-Century Maritime Silk Road ", and according to the analysis on policy communication instruments including language,cul ture and institutions,it is argued that the joint development of Guangdong,Hong Kong and Macao bay area has a significant advantage in propelling the policy communication among China and the countries along the road. Thereby, the a rticle proposed methods of policy communication propelling that have practical foundations in five aspects and six policy suggestions.
