摘要 目的了解天津市卫生监督员培训现状,调查分析培训需求。方法以天津市19个卫生计生监督机构监督员为调查对象,采用问卷及小组座谈会的调查方法。结果2014~2015年省级卫生计生监督机构监督员网络及线下培训人均学时均高于地市级机构,差异有统计学意义(P〈0.01);93.05%的受访者对卫生监督员培训工作总体满意,以多元回归分析法探讨与总体满意度相关的因素,课程设计对满意度贡献最大;培训内容上,受访者倾向于卫生监督技术、卫生行政处罚等方面;在培训师资上,受访者较倾向于行业精英、专家学者和业内权威人士授课。结论建议针对基层执法需求开发新领域课程,强化内部师资培训,健全科学的培训管理机制。 Objective To investigate the current status and demands for training of health supervisors in Tianjin. Method Questionnaire surveys and focus groups were applied in 19 health supervision institutions in Tianjin. Result Between 2014-2015, online and offline training hours of provincial organization supervisors per capita were statistically higher than that of prefecture-level organizations (P 〈 0.01 ); 93.05% of respondents were generally satisfied with the training of health supervisors, and the factors related to overall satisfaction were discussed by multivariate regression analysis, which showed that curriculum design made the greatest contribution. For the training content, health supervision technique and health administrative penalty were preferred. For the training teachers, outstanding health supervisors and professional ex- perts were preferred. Respondents suggested that curriculum development should be in view of the practicability of law enforcement, and corresponding reward and punishment system should be established to enhance the training effect. Conclusion Curriculum development should be in view of the basic demands of law enforcement, and we should strengthen the internal teacher training, and improve scientific management mechanism.
