摘要
食品安全问题由来已久。从国际经验来看,解决办法就是依循健康产品的产业发展规律,在企业自律和各利益相关方相互制约的基础上,系统加强政府监管。政府监管部门要一手抓正面宣传教育,一手抓严惩违法犯罪,推动食品产业形成守法、自律、合作的行业生态。当前我国食品安全问题多发易发,食品安全状况与人民群众的期待仍有很大差距。考虑到我国农业和食品工业生产力水平还不高的实际情况,更应当加强监管,建立一个顺应食品生产供应生产力发展方向的现代化监管体系,加快提高监管的现代化水平,以提高质量效益为中心综合施策,制定实施食品安全战略,推动供给侧结构性改革,提高我国的食品安全供应保障水平。
The problem of food safety has been long-standing. From international experience, the solution is to follow the laws governing the development of the health products industry; and on the basis of enterprises' self-regulation and mutual restraint by various stakeholders, strengthen government supervision in a systematic manner. On one hand, government regulators should strengthen publicity and education work on food safety; on the other hand, they should punish food safety-related crimes, and promote the formation of a law-abiding, self-regulatory; and cooperative environment of the food industry; At present, China's food safety problems are rampant and rising, which falls largely behind the people's expectation. Considering the actual condition that the productivity level of China's agriculture and food industry is not high, the government should tighten supervision; establish a modern regulatory system suited to the productivity development direction of food production and supply; step up efforts to modernize regulation; take comprehensive measures with a focus on improving the quality and effectiveness; formulate and implement food safety strategy; promote the supply side structural reform; and improve food safety supply level in China.
