国家治理与公共精神研究述评

Review of the National Governance and Public Spirit Research

实现国家善治需要培育公共精神。国家治理是在国家与社会的有机互动下,包括政府、社会团体、非政府组织及公民个体在内的多元治理主体就共同关心的社会事务进行合作与互动,规范政府权力运行,回应社会权利诉求,以维护公共秩序、实现公共利益为旨归,最后达至善治的治理过程。而公共精神作为立足于公共交往和公共生活,以公共领域为载体,以公共事务为指向,以公共利益为价值理念的伦理精神,它与国家治理有着内在的关联。文章从国家治理的界说、公共精神的内涵及其生成以及国家治理和公共精神的辩证关系对已有研究文献进行综述,在对已有研究取得的丰硕成果肯定的同时指出仍需进一步深化研究的地方,为深化国家治理与公共精神的研究提供一种思路。

The achievement of good national governance needs to cultivate public spirit. National governance is one kind of governance processes in the organic interaction between state and society,in which the pluralistic governance body includes government,community groups,non-governmental organizations and individual citizens that could interact and cooperate on social affairs of common concern,regulate the running of governance power and it could respond to the demands of social rights,to maintain public order and to achieve the public interest purport and finally achieve the rule of perfection. And as an ethical spirit,based on the public communication and public life,public spirit takes the public sphere as a carrier,points to public affairs and in values of public interest,and it is intrinsically related governance. So,this article will review the existing research from the three aspects of the concept of National Governance,the connotation of public spirit and its generation and the dialectical relations between governance and public spirit,sure that the existing research has made great and fruitful achievements,and at the same time the research certainly still needs to further deepen in some places,to provide an idea to deepen the research of national governance and public spirit.
