混合所有制曾经萌动于我国社会主义道路探索的初期。伴随改革开放的推进,对混合所有制的认识逐渐深化。社会主义基本经济制度确立之后,发展混合所有制进一步成为自觉意义上的探索公有制有效实现形式的伟大实践,从根本上推动了多种所有制由外在并存向内在融合的深刻转变,开拓了将国有企业改造为真正的市场经济微观组织和竞争主体的通途,成为改革开放和完善社会主义市场经济体制的重要实践成果、制度成果,丰富了建设中国特色社会主义事业的理论宝库。着眼于混合所有制的发展,在政策措施上,应侧重关注和解决产权结构优化、企业动力机制建构、要素有效供给、国资管理规范等问题。

The Mixed ownership budded in the early days of Chinese socialist road exploration. With the boost of reform and opening up,one＇s understanding the ownership is increasingly deepening. After the socialist basic economic system was established,developing the ownership has become a great practice in consciously exploring the public ownership,basically promoting the profound shift of diversified ownership,opening up the way of reforming state-owned businesses as the real market economy microstructures and the competitive subjects,which are the important practical and systemic achievements in reform and opening up and in perfecting socialist market economy system,and enriching the theoritical arsenal of constructing the socialist course with Chinese characteristics. Focusing on the development of the mixed ownership,we should,in policy,lay a particular emphasis on and solve the problems of property right structure optimization,enterprise dynamic system construction,effective factor supply and of the state-owned assets management practices.
