Deepening Inter-governmental Relations Reform and Promote Healthy Urban and Rural Development

本文讨论现代治理体系诉求条件下中国央地关系和地方府际关系改革在我国城市化建设和农村发展过程中的重要性。作者提出,中国的城市化进程已经到了一个十分关键性的阶段,在强化中央权威的基础上,构建扁平化、专业化、分工合作化的中央与地方、地方与地方、城市与农村平行互动关系的新模式,是更好地发挥中央与地方、城市与农村等不同主体发展积极性的重要途径。统一协调中央政策及其对地方的管理办法,逐步重塑市管县的行政结构,打造既有城乡统筹,又有市、县分治的多元行政体系,是中国走出城乡二元结构、既提高城镇化质量、又同时推动农村现代化发展的有效途径。

This paper discusses the importance of central - local and urban - rural governmental relationship in assuring proper urban and rural development. Based on theoretical and empirical experiences, the authors argue that China＇ s urbanization has now entered into a critical stage when more flat, professional, and collaborative relationship based on specialization of functions are necessary in order to provide proper incentives to different governmental entities. Instead of continuation of urban rural integration, the authors maintained that proper division of work between urban and rural government, and proper division of governance of urban centers and rural areas may be viable solutions for China＇ s current urban rural disparity.
