摘要
当前,控规停车指标的制定常与建筑物配建停车位标准重复和矛盾,城市公共停车场相关技术标准难以在控规深度落实用地。因而,控规停车指标需要从传统的“停车位个数”转向“停车标准修正系数+增配公共停车位个数”形式,停车标准修正系数主要因素包括地块至城市中心距离、地块至公交枢纽距离、停车共享可行性、设施等级和服务半径,增配公共停车位个数以地块内配建小型公共停车场的形式满足技术标准的规模和密度要求。本文最后通过海原县城控规分析了具体应用实例。
Replication and contradiction are often happened between regulatory plan and construction accessory standards when setting the parking quotas. So it is hardly to implement the related technical standards about public parking facilities during the stage of regulatory plan. This paper suggests a transformation in setting parking quotas, from "the number of parking lot" to "parking quota modifying factor plus additional public parking lot". The parking quota modifying factor is mainly determined by the distance to downtown, the distance to traffic hub, the possibility of parking sharing and the level and service radius of the facilities. The number of additional public parking lots should meet the demand of technical standards, both the scale and density, for an accessory small parking space. In the end, the paper analyses a practicl case in Haiyuan County.
