摘要
2010年起北京市、天津市、安徽省对口支援新疆和田地区。经过5年的努力,和田地区中小学教育基础设施日臻完善,双语师资队伍水平明显提高,短期内取得了显著的成效。但是,从"公共服务均等化"视角分析,和田地区城乡教育基础建设、教师培训力度、双语教育等仍存在不均等现象;从"横向财政转移支付"视角分析,教育援疆资金带动当地社会经济效益不显著;教育援疆资金注入当地教育资金不充盈;教育援疆提升职业教育效果有待提高等。因此,应做好教育援疆工作的顶层设计、加大对农牧区中小学的投资力度、实现横向财政支付的最大成效化、提升双语教师的综合素质、指导职业教育发展的结构调整等工作。
In 2010,Beijing,Tianjin and Anhui Province started the program of partner assistance in Hotan of Xinjiang. After 5- year 's hard work, remarkable results have been achieved with the improvement of education infrastructure of primary and secondary schools and the significant uplift of the level of bilingual teachers. However,from the perspective of equalization of public services,the development is still unbalanced in educational infrastructure construction of urban and rural areas,in teacher's training,and in the start of bilingual education. From the perspective of horizontal fiscal transfer payment,the local economic benefits are not significant under the drive of the funds of partner assistance; the aiding funds used for local education are not sufficient; and the effectiveness of education aid to vocational education is to be improved.Therefore,the top-level design of the education aid should be made properly; investment should be increased in rural and pastoral primary and secondary schools; the performance of horizontal financial payment should be maximized; the comprehensive qualities of bilingual teachers should be improved and the structure of vocational education should be adjusted.
