摘要
电子治理已经从无关宏旨转变为现代公共管理中的一种整合要素。本文基于欧洲、澳大利亚与新西兰等国家的一些实例,深入讨论了管理者职责这个概念,认为它需要系统、长期的执行,并且是未来电子政务发展的先决条件。管理者职责包括以用户为中心并关注服务结果、能够供给公共服务的有效方案、数据管理的长效方法和"大数据"、IT项目中开放并明晰的决策支持以及尊重IT采购与政策顾问的长期视角和管理者职责视角下的领导者选拔标准。因此,不应该在信息技术的使用中割裂政府治理与一般公共管理的关联。
E-governance has moved on from the speculative and futurist stage and has become an integrated element in modern public management. In this article, it is argued that the concept of stewardship, defined as a systemic and long-term strategic approach, is a prerequisite for the future development of e-governance. This include a user-eentric focus on service delivery outcomes; a realistic approach to deliverables; a long-term approach to data management and 'big data'; free and frank advice to decision-makers in IT pro- jects; long-term perspective with respect to procurement of IT and consultants; and finally aligning public sector leadership with steward- ship. The article concludes that we should not isolate IT in government from public management in general. The article is based on a number of observations from both Europe and Australasia.
