论归档文件整理工作的简化

本文通过对我国实行归档文件整理工作简化的情况进行观察和反思,认为简化整理应以保持文件之间的有机联系、坚持文书部门立卷制度为前提,相较而言,合理调整归档文件整理工作中文书部门和档案部门的分工、理顺文书部门和档案部门的关系,以及降低整理工作中形式化的要求等措施要比取消立卷更合理。

Through observing and reflecting the simplifications for filing work, this paper considers that maintaining the organic link within documents, and adhere the system of filing by documents processing department,should be the preconditions of simplifying. To adjust the division between documents processing department and archival department, rationalize the relationship of them, and reducing some unnecessary formal requirements are the more reasonable ways to simplify the filing work.
