首都产业疏解是促进京津冀协同发展的重要抓手,也是涉及政府、企业与个人利益格局变化的复杂过程。首都产业疏解属于政策性疏解,中央政府与京津冀三地政府分属不同角色,承担不同形式与内容的引导责任。通过实证分析表明,政府引导责任包括鼓励性引导责任与抑制性引导责任,其中,界定政府间疏解事权、加强财政合作、完善倒逼机制是首都产业疏解工作为政府职责调整提出的新课题。

Capital industrial shift program as a key way for promoting coordinated development of BeijingTianjin-Hebei, will change various interests of governments, companies and individuals. Central and local governments will take different responsibilities in order to support industrial shifts. In future, these issues such as division of responsibilities between governments at different levels, enforcement of fiscal cooperation and improvement of curb mechanism should be solved to push industrial shifts program forward efficiently and persistently.
