Based on the two battles between law-makers over the Atlantic order, this article attempts to analyze the order changes of the First British Empire through a'law-maker'approach. The first battle went between Britain and Dutch. The author will analyze the British role in the construction of the Atlantic economic order. The second battle went between Britain and North American Colonies. Centering around the implementation of Navigation Acts in North America and the revolution for independence, the author will discuss the final collapse of the imperial order. The last part of the article explores the commercial nature and the implication of freedom of the ocean empires.
