财政教育支出减贫的空间溢出效应分析

Spatial Econometrics Analysis of Spatial Spillover of Poverty Reduction of Fiscal Expenditure on Education

以财政支出为视角,通过构建财政教育支出与农村减贫的空间计量模型,定量分析财政教育支出对农村减贫的空间溢出效应。研究结果表明,财政教育支出既具有较强的直接减贫效果,也具有较强的空间溢出效应;财政农业支出具有较强的空间溢出效应;农村救济支出的直接减贫效应和空间溢出效应均不显著。应采取降低辐射能力强的省份的财政教育支出空间外溢损失、进一步加强贫困地区的农村基础设施建设、提高农村救济支出的减贫效果等政策措施,有效提高财政教育支出减贫的实际效果。

From the perspective of fiscal expenditure,a study is conducted in this paper to quantitatively analyze the spatial spillover effect of fiscal expenditure on the education on rural poverty reduction by constructing the spatial econometric model of fiscal expenditure on education and rural poverty reduction. The result shows that the fiscal expenditure on education not only has a strong direct impact on poverty reduction,but also has a strong spatial spillover effect. The agricultural financial expenditure has a strong spatial spillover effect,but,the direct poverty reduction effect and the spatial spillover effect of rural relief expenditure are not prominent. Thus,some measures should be taken to effectively improve the effect of the fiscal expenditure on education on poverty reduction. Firstly,it is important to reduce the spatial spillover loss of the fiscal expenditure on education of provinces with the strong radiation. Secondly,it is vital to further strengthen the infrastructure construction in poor rural areas. Thirdly,it is essential to improve the poverty reduction effect of rural relief expenditure.
