高校人力资源优化配置的经济学分析——以吉林省属重点高校为例 被引量:6

摘要 新形势下,随着"两个一流"建设的不断深化,高校对人才的竞争日趋激烈。如何科学合理地优化配置现有的人力资源,发挥人力资源的最大效用,成为高校当下必须完成的一项攻坚课题。当前吉林省属重点高校在人力资源的配置上存在的主要问题有:师资队伍总量不足,结构不优;领军人才欠缺,高层次人才队伍建设力度不够;引才资金不足,政策不到位;人才流动缺乏政策支持;缺少校际优质人才共享机制等。优化吉林省属重点高校人力资源配置,需要坚持整体与局部、规模与结构、普遍培养与重点选拔、外引带动与内部激励相结合的原则,树立校际之间人力(人才)资源共享的理念,形成区域人力资源合力,为吉林省地方经济建设做出新的更大的贡献。 Under the new situation,the competition for talents among universities is becoming increasingly fierce with the deepening of two "first class"constructions. How to scientifically and rationally optimize the allocation of available human resources and maximize the effectiveness of human resources has become a crucial problem that universities should tackle at the moment. The major problems of the key universities in Jilin Province in the allocation of human resources are: the teaching resource is inadequate and the structure is not optimal; there is no policy to support the talent mobility; the leading talent is scarce and the construction of high level of talents is inadequate; it is lack of the funds to bring in talents and the policy is not satisfactory; there is no sharing mechanism of talents among universities. In order to optimize the allocation of human resources of key universities in Jilin Province,it is vital to achieve the combination of the whole and the parts,scale and structure,general training and key selection and external leading and internal motivation. It is still important to come up with an idea of sharing human resources among universities and obtain the joint force of local human resources so as to make the new and greater contributions to the local economic development in Jilin Province.
