省管县改革进程中市县竞合关系的演变与比较

The Evolution and Comparison of Competition-Cooperation Relationship between Cities and Counties in the Process of Reform of Counties under the Provincial Administration

市管县体制下市县之间形成了科层主导的竞合关系,省管县体制下市县之间将形成斜向分治的竞合关系,在市管县向省管县的改革过渡时期,市县之间则形成了科层主导、斜向分治交错混合的竞合关系。这三种竞合关系,在市县的自主性、竞合的结构特征、竞合的机制手段、竞合的绩效表现等四个维度上存在明显的差异。在需要省管县的地方,应缩短改革过渡期,并尽快完善相应的配套制度。

Within the system of counties under the municipal administration, the city and county have form the compe- tition-cooperation relationship dominated by hierarchical orders. In the new system of counties under the provincial adminis- tration, cities and counties will form a diagonal-dividing competition-cooperation relationship. During the period of the transi- tion from the county-under-municipal-administration to county-under-provincial-administration, the cities and counties have formed intercrossing competition-cooperation relations. These three kinds of competition-cooperation relations show signifi- cant differences in four dimensions ： autonomy, structure features, mechanisms and means, performances of competition-coop- eration relations. In locations where county-under-provincial-administration is needed, the transition period shall be short- ened with accelerated building of supporting system as soon as possible.
