“简政放权”背景下我国体育职业资格证书制度的改革

Reform of the sports vocational qualification certificate system in China under the background of “administration streamlining and power delegating”

为进一步完善我国体育职业资格证书制度,顺应新一轮深化行政审批制度改革,针对我国体育职业资格证书制度建设中存在的主要问题,结合当前"简政放权"的改革要求,就我国体育职业资格证书制度建设提出如下改革建议:强化"简政放权"意识,明确政府职能定位;立足市场,实施战略规划;抓住体育产业发展契机,科学设置体育职业;完善立法,严控行政准入类职业认证;推进体育协会改革,移交水平类职业认证权。

In order to further perfect the sports vocational qualification certificate system, and to conform to the new round of deepened reform of the administrative examination and approval system, aiming at major problems existing in the construction of the vocational qualification certificate system in China, and also considering the requirements of current reform for “administration streamlining and power delegating”, the author put forward the following reform proposals for the construction of the sports vocational qualification certificate system in China： intensify the awareness of “administration streamlining and power delegating”, specify government function orientation; implement strategy planning based on the market; seize sports industry development opportunities, set up sports occupations scientifically; perfect legislation, strictly control the certification of occupations in administrative admittance category; boost sports association reform, hand over the power of certification of occupations in performance category.
