摘要
科学的、易接受的、可操作性的高校踩踏事故处置流程不仅可以完善高校应急预案,还可以健全高校应急管理机制和提高学校应急管理水平,减少人员和财产损失。本文以广州大学城S高校为调查对象,以生命周期理论为基础,从减除、准备、应急和重建四阶段,调查分析高校师生关于踩踏事故的应急知识和能力,了解学校关于踩踏事故应对的设施和措施;提出一个全面且具有可操作性的人员疏散流程,为提高高校师生应对踩踏事故的自救互救意识和技能提供参考。
A scientific, acceptable and operational disposal process about college stampede can not only improve the college emergency plans, but also perfect emergency management mechanism, improve the level of school emergency management and reduce the loss of personnel, property. This paper takes S University from Guangzhou Higher Education Mega Center as the object of study. Based on Life Cycle Theory, the study from reduction, preparation, response and reconstruction in four stages, analyses the emergency knowledge and ability of the teachers and students and investigates facilities and measures relating to stampede in the school. The paper aims to put forward a comprehensive and available process of emergency disposal, to provide a reference for improving teachers and students self-help awareness and skills when facing stampede.
