中国—东盟能效标准和标识现状及其一致化研究

Investigation on the Status and Harmonization of Energy Efficiency Standards and Labels in China-ASEAN Region

分析了中国与东盟成员国能效标准和标识项目的现状、特点及存在的问题。中国—东盟自贸区的全面建成、"一带一路"战略及"携手建设中国—东盟命运共同体"倡议的实施客观上需要实现中国与东盟能效标准和标识项目的一致化。中国与东盟成员国的能效标准和标识项目具有一定共性,故在中国—东盟自贸区内实现能效项目一致化是可行的,但鉴于各国国情差异悬殊,尚需等待适当时机。中国在中国—东盟自贸区内经济实力最强且在能效项目实施的广度和技术水平上均有优势,故应引领未来该区域能效标准和标识的一致化进程。

This paper analyzes the current situations, features and issues of energy efficiency standards and labels in China and ASEAN members. The harmonization of energy efficiency standards and labels in the China-ASEAN Free Trade Area is an objectively requisite in consideration of the entire establishment of the China-ASEAN Free Trade Area, the implementation of ＂one belt and one road＂ strategy and the development of China-ASEAN Community of destiny. There are several common points in energy efficiency standards and labels of China and ASEAN members. However, due to the great differences in the conditions of those countries, it is feasible for the harmonization of energy efficiency standards and labels in the China-ASEAN Free Trade Area except for waiting for an appropriate chance. In view of the strongest economic strength in this region, as well as the advantages of widespread energy efficiency programs and associated technical levels, China should lead the harmonization of energy efficiency standards and labels in the China-ASEAN Free Trade Area.
