体系能力是基于信息系统的军事靶场体系所特有的整体能力,对其分析与评估是军事靶场向信息化靶场转型建设与优化发展中必须解决的一个重难点问题。针对信息化靶场体系能力"是什么""评什么""怎么评"等问题,剖析了信息化靶场体系能力的概念内涵及整体性、动态性、相对性特征,提出了信息化靶场体系能力的总体构成,构建了信息化靶场能力评估指标体系和网络结构模型,探讨了基于复杂网络的信息化靶场体系能力评估思路与方法途径,为信息化靶场体系能力建设与评估提供理论基础和技术框架。

System capability is an overall ability of the military test range system based on information system,and the analysis and evaluation on the system capability is a key issue to be solve out during the transformation to information-based test range,and its optimized development.With regard to some questions like what is test range system capability,what is the evaluation object and how to evaluate the system capability,the paper analyzes the connotative concept of information-based range system ability and its characteristic in terms of integrity,dynamics,relativity,puts forward the information-based range system＇s overall competence,builds up an information range ability evaluation index system and a network structure model and discusses the ability evaluation ideas and approaches of information-based test range based on complex network to provide theoretical basis and technical framework for the construction and evaluation of the information-based range system capability.
