摘要
多元协作治理是解决集体行动困境的重要方法,但学术界目前还缺少对这一问题的理论和实证研究。本文从国家科技管理体制现存问题和改革思路出发,讨论了典型系统中组织方和承担方的二元博弈模型、多元主体的选择与参与、评估和监管下的三元博弈模型、咨评委参与下的四元博弈模型,探讨了不同博弈模型中多元主体的策略选择,最终构建了国家科技计划多元协作治理博弈模型,指出管理过程中的重要节点和关键因素,并提出国家科技计划管理的对策建议,为多元协作治理理论的发展和实证研究奠定基础。
Multi- collaborative governance is an important way to solve the dilemma of collective action,but there is still a lack of related theoretical and empirical research in academia. This paper based on existing problems and reform ideas of National ST Plans management system,discuss binary game model include organizer and bearer in typical system,selection and participation of multiple subjects,game model under assessment,monitoring and advisory review committee participated. It discussed strategies under different game models,construct the game model on National ST Plans multi- collaborative governance,and pointed out the important nodes and key factors in the management process. Putting forward countermeasures and suggestions on National ST Plans management,the paper lays the foundation for theoretical development and empirical research of multi- collaborative governance.
