PPP模式是一种以各参与方的"双赢"或"多赢"为合作理念的现代融资模式,G213策克至磨憨公路乐化段是国道的一部分,同时也是青海东部城市群"五纵六横"对外综合运输通道中纵三的重要组成部分。本项目投资大,实施难度大,资金紧张,为缓解政府资金压力,在国家倡导新常态经济形势下,设想引入社会资本,采用PPP融资模式进行项目建设。
