摘要
本文在总结少数民族特色村寨建设内涵的基础上,借鉴一般项目建设过程评价体系,并依据《少数民族特色村寨保护与发展规划纲要(2011-2015年)》的主要任务,对特色村寨建设实施过程阶段和建设完成阶段进行指标设计,构建了包括投入水平、产业选择、建设进度、建设达标率、投资效率5个一级指标,16个二级指标和76个三级指标的评价体系,旨在准确识别实际建设状况与预期目标的偏差,制定合理的纠偏策略,以达成建设目标。
Based on the summary ot me connotation in me process oi constructing vnlages with ethnic characteristics and also on the main task of ＂Protection and Development Planning of Vii- lages with Ethnic Characteristics （2011-2015）＂ , this paper designs index system of villages with ethnic characteristics in the stages of construction process and construction completion by referring e- valuation system in the process of construction of general projects. In order to identify the deviation of the construction situation and expected objectives accurately and to make out rational corrective 76 third level indicators in terms of investment level, industry selection, construction progress, construction compliance rate and investment efficiency.
