随着义务教育的基本普及,义务教育的均衡发展成为了新的关注重点。由于在长期的城乡二元经济结构等非均衡影响下,城乡义务教育产生巨大差距,城乡义务教育的失衡仍是义务教育十分重要的问题。针对失衡现状中央和省级城府应成为投入主体。重点从改善农村办学条件、提升农村师资力量等几个方面,促进义务教育的城乡均衡发展,实现真正的教育公平。
