Oil Companies Provide Power For The Supply Side

"供给侧结构性改革"的提出,标志着石油产业将从需求管理向供给管理的重大转变。在我国经济转型升级的大背景下,石油产业供给侧改革需要聚焦两大目标:减少无效供给,增加有效供给。目前石油产业从上游勘探开发到下游化工销售都不同程度地存在有效供给问题,都存在要素配置效率较低问题。前者需要"做减法",只有加快淘汰落后产能,才能改变高投入、低产出的粗放型发展方式,才能为先进产能腾出市场容量,缓解产能过剩矛盾。后者需要"做加法",只有提高要素配置效率,增加构成生产要素的劳动力、资本、技术、管理体制含金量,才能摆脱处于产业链中低端位置,为全社会提供高端产品和优质服务。

In the context of China's economic transformation and upgrading, the supply-side reform of the oil industry needs to focus on two goals: to reduce the ineffective supply and increase the effective supply. At present, there are some problems in the oil industry from the upstream exploration and development to the downstream chemical sales, and there are problems of ineffi cient allocation of elements. The former need to 'do subtraction', only to speed up the elimination of backward production capacity in order to change the high input and low output of the extensive mode of development, in order to make room for advanced production capacity of the market to ease the contradiction of excess capacity. The latter need to 'do addition', only to improve the effi ciency of factor allocation, increase the production factors of labor, capital, technology, management system, gold content in order to get rid of the low-end position in the industrial chain.
