摘要
石油设备的采购覆盖面广,专业性强,技术含量相对较高,做好采购工作的重要一环就是做好采购计划管理。当前,企业石油设备采购计划管理存在一些问题:采购计划缺乏系统性、编制缺乏科学的工具、缺乏对物资的分类研究及提报的专业化水平不高等。针对存在的问题,从石油企业石油设备的项目采购、日常采购中存在的性质与项目类似的工作入手,提出解决问题的办法,即采用WBS分解法对采购计划进行管理、采用甘特图编制采购进度计划、应用ABC分类法对石油设备进行分类、应用项目矩阵设计采购计划编制组织。这些方法在项目管理中应用较多,且效果显著。最后指出,项目管理理论完全可以用于石油设备采购计划管理中,起到为企业降本增效的作用。
The management of procurement plan is a prerequisite and the key to do a good petroleum equipment procurement work,which features wide coverage,highly professional and relatively high technical content.Currently,petroleum equipment procurement plan management present some problems,such as the lack of systemic in procurement plan,the lack of scientific tools in procurement planning,few research on the classification of petroleum equipment and low professional level of submit and report plan. To address the issue,solutions have been proposed through petroleum equipment project procurement and the petroleum enterprises daily procurement work similar to the project procurement,including: the procurement project has been managed by WBS decomposition method,the procurement schedule has been planned using Gantt chart,the petroleum equipment has been classified using ABC classification method and the procurement plan team has been designed using project matrix. The proposed method has been widely applied in project management with significant effectiveness. The project management theory could be applied to reduce the cost and enhance the efficiency of petroleum enterprises.
