草根民间武术组织的生存境遇及发展

Living Condition and Development of Grassroots Folk Wushu Organizations

通过文献资料法、逻辑分析法等,基于学理层面和草根民间武术组织的现实背景,对草根民间武术组织的历史渊源及其现实境遇进行探讨。研究认为:民间武术组织长期根植于社会民间的最底层,草根性是其生成和发展特征之一;由于社会由农业向工业化的急剧转变,草根性民间武术组织因为缺乏社团法人资格和民事责任能力,政府只能采取备案制,并采取"以奖代补"的方法促进其发展;政府与民间武术组织之间职能主体的转移,草根性民间武术组织成为政府向其购买公共服务的对象之一;政府应加大对草根性民间武术组织的监管力度,坚决杜绝不良草根性民间武术组织的存在。

Through using the methods of literature review and logical analysis, based on the real backgroundof the theoretical level of grassroots folk W ushu organizations, this paper discusses the realisticconditions and historical origin of W ushu grassroots organizations. The result shows that the folk Wushuorganization has rooted at the bottom of society for a long-term , and it is one of the characteristics of itsformation and development Due to the rapid change of society from agriculture to industrialization, thelack of the legal person qualification and the capacity of civil liability for grassroots folk W ushu, the governmentcan only take the record system, and adopt the method of substituting for the award to promoteits development Along w ith the transfer of functional subject between the government and folk Wushuorganizations, the grassroots folk W ushu organizations become one of the objects of the government tobuy public service. The government should strengthen the supervision of the grassroots folk W ushu organizations,and resolutely put an end to the existence of unhealthy grassroots folk W ushu organizations.
