以浙江省某征地案例为研究对象,解析了征地过程中政府部门、被征地农民和其他因素对征地的作用。在征地过程中,政府为了推进征地工作尽力排除农民参与征地过程,造成信息不公开等工作缺陷;农民参与程度低,对征地补偿标准不满意,阻碍了征地进程;新经济形势下城市建设用地需求减缓等延缓了用地进度。因此,加强农民参与征地过程、注重征地信息公开、提高征地补偿标准是减少征地补偿矛盾纠纷、推进征地工作的重要途径。

Taking a case of land expropriation in Zhejiang Province as a research object,this paper analyzes the effects of government departments,land-expropriated farmers and other factors on land expropriation. During the process of land expropriation,in order to promote the work of land expropriation,the government has tried its best to refuse farmers to participate in the land expropriation,resulting in the work defect that the information was not disclosed to pubic; The low degree of farmers＇ participation and their dissatisfaction on land expropriation compensation standards have hindered the process of land expropriation; The slowness of demand for urban construction under the new economic situation has slowed down the land expropriation process. Therefore,it is advised to reduce the contradiction and disputes and promote land expropriation work through strengthening farmers＇ participation in the process of land expropriation,emphasizing information disclosure and improving land expropriation compensation standards.
