农村养老:困境分析、模式选择与策略构想

Rural Pension: Analysis of the Predicament,Mode Selection and Strategy Conception

本文通过对农村养老面临的传统观念弱化、家庭责任转化、经营方式固化、农村产权异化的困境分析基础上,深入探析了农村家庭养老、社区养老、制度养老、机构养老四种模式的内涵、存在问题及发展对策,提出了农村养老宜采取以家庭养老为基础、社区养老为依托、制度养老为支撑、机构养老为补充的多元化养老模式,策略选择上宜从权宜、过渡与长久性的目标出发,分别采取短、中、长期三步走的路径。

This paper analyzed the plight of rural elder security such as weakening of traditional ideas,transformation of family responsibilities,curing mode of operation,rural property alienation. Then we researched the four kinds of supporting model for the aged as rural family supporting,community pension,institutionalized pension and organizational elderly support. Rural pension should be based on the family supporting and community pension,supported by the institutionalized pension,supplemented by organizational elderly support. On the choice strategy,we recommend the three steps as short-term,mid-term and long-term for different destination.
