Research on Advanced Research Projects Agency: Energy Management Innovation in the United States and Its Implications for China

摘要分析了美国能源科技宏观管理体制,并以美国能源部专业管理机构先进能源研究计划署(ARPA-E)为例,对其工作边界定义、运营管理模式、立项实施流程、评估模式及内外部协调机制等管理创新经验进行了研究,最后针对我国能源科技管理体制改革提出建议。 In this paper, energy S＆T macro management mechanisms in the United States were analyzed firstly. Then taking Advanced Research Projects Agency-Energy （ARPA-E） as an example, whose management innovation experience including working boundary, operation management, projects implementation processes, assessment models and internal and external coordination mechanisms were studied. Finally several key energy S＆T policy reform suggestions for China were provided.
