摘要
近30年来我国网络游戏政府监管可分为4个时段:1990年代,监管主体初步形成;2000-2004年,多部门监管权之争;2005-2008年,文化部和新闻出版总署两部门监管地位凸显;2009年至今,文化部和新闻出版总署两部门监管范围厘清。网络游戏政府监管的归口问题具有复杂性,政府监管政策应在尊重实践的基础上,有更多科学的顶层设计。
In the past 30 years,China's centralized administration of online games has gone through four phases: in the 1990 s,the supervisory agencies were initially established; from 2000 to 2004,multiple agencies contended for regulatory power; from 2005 to 2008,the Ministry of Culture and General Administration of Press and Publication( GAPP) occupied the leading position; and since 2009,the scope of supervision has been clarified for the Ministry of Culture and GAPP. Complicated as it is,centralized administration of online games requires that the policy-makers value the actual practice and provide more scientific top-level design in the regulatory system.
