Evaluation of benefits of Laluo Multipurpose Hydraulic Project and Counterpart Irrigation Scheme

拉洛水利枢纽及配套灌区工程建设是西藏自治区"十二五"规划中开工建设的重点骨干工程之一,建设该工程是西藏自治区实现跨越式发展的重大战略举措。通过对工程建成后灌溉、发电、防洪、供水、生态效益的分析,认为工程的建设对解决四大灌区灌溉用水要求、改善地区的生态环境、优化资源配置、实现本地区国民经济可持续发展具有重要的作用。

Being one of the backbone projects proposed by the 12th Five-Year Plan of Tibet Autonomous Region, Laluo Multipurpose Hydraulic Project and Counterpart Irrigation Scheme is regarded as major strategic initiative for the leap-type development of the region. Based on benefit analysis in the respects of irrigation,power generation, flood control, water supply and ecological restoration, it is proved that the project shall play a critical role for satisfying irrigated water needs, improving environment, optimizing water allocation and ensuring sustainable development of economy in the region.
