政府视角下安置小区物业管理的前期介入

摘要 当前安置小区的物业管理,通常是在项目竣工验收后开始招标,居民回迁之前才开始进驻。物业公司在与施工单位、建设单位交接的过程中,往往出现诸多问题。本文在当前安置小区物业管理现行模式的基础上,结合政府物业管理部门的具体实践,进行了物业管理前期介入的必要性分析和阶段划分,并且提出了政府视角下物业管理前期介入的策略,以期规范安置小区的物业管理工作流程,提高物业管理质量与水平,减少物业管理中的矛盾和纠纷,保障物业管理活动当事人的合法权益,并引起政府对物业介入安置小区前期建设的进一步关注。 The current property management for resettlement residential area, usually starts bidding after project completion inspection and acceptance, but before residents begin to return. There are likely to be many problems in the process of transition between property company and construction units. This article, on the basis of current property management mode and government practice, analyzes the necessity of early intervention and division of phases, and puts forward the early intervention strategy in view of government, so as to standardize and improve the management, reduce the contradiction and disputes in it, protect the lawful rights and interests of property management parties, and cause the government further attention to it.
