摘要
"完善和发展中国特色社会主义制度,推进国家治理体系和治理能力现代化"是中共十八届三中全会的重要决定。民族地区传统的社会管理体制并不能很好的适应经济社会体制转型所带来的新变化、新特质而显现出一定的政策滞后性,而其根本在于服务型政府建设滞后导致的"职责异构"。强化民族地区社会主体民主参与、社会协同治理机制建构、政府服务理念转变以及社会法治体系建立是社会治理的核心要义,而建设服务型政府则成为优化民族地区社会治理模式、强化社会治理政策的前瞻性和民主基础的逻辑起点。
"To improve and develop the socialist system with Chinese characteristics,to promote the modernization of national governance systems and governance capacity"is an important decision of the Communist Party of China in the third Plenary Session of the 18 th CPC Central Committee. Traditional social management system is not very good to adapt to new changes in the economic and social system transformation, new features appear certain policy lag, and the root of it is caused by the "heterogeneous responsibility" of service type government construction lagging. Strengthen the multi-national area social democratic subject participation,social coordination governance mechanism construction,the government to change the service concept and social legal system building is the essence of social governance,and building a service-oriented government has become the optimization mode of social governance in minority nationality regions,strengthening the logical starting point of social governance policy prospective and democratic foundation.
