乡域规划中农用地规划策略与技术要点

Key Strategy and Technical Points of Agricultural Land Planning in Full-Scope Township Planning

本文从技术方法和规范建构的角度切入，搭建乡域规划的基本框架，指出乡域规划在乡规划中具有举足轻重的地位，在内容构成上应该对长期被忽视的非建设区域开展积极有效的规划引导，即建立健全农用地规划体系。基于此，文章从用地分类、农地整备、土地价值评估与运作实施四方面详尽探讨了农用地规划的具体策略方法与技术要点，并在结论部分综合讨论了乡域规划的关键问题与未来出路。

From the perspective of tactical approach and criteria construction, this paper establishes a general framework of township planning in full-scope. It points out that planning for the in township should get the same attention as for those construction areas, and thus the importance of agricultural land planning should be improved in the township planning system. On this basis, the paper discusses in detail about the key strategies and technical points of agricultural land planning from four aspects： land use classification, agricultural land consolidation, land value assessment and planning implementa- tion. Related key issues and future paths of township planning are explored in the con- clusion.
